it feels to me more like a developer losing interest in his or her project. Everyone hits the wall eventually, where the project becomes more work than it is rewarding. Some grind through it, some abandon the project, some just slow down their production to a crawl.
I know that the delays are a problem, but you can't really expect someone to dedicate all their free time to one thing. It'd get tedious and I'd assume the overall quality of the project would drop.
