Try Estero Park. Usually spawns there.

Naomi's swimwear was a bit more conservative that i expected. Was picturing a sling bikini, also nothing happened with the alcohol even though the wrong person drank it, guess that will lead into getting her drunk more often.

I am getting this on my hint system/soul cystal also but I am at 16%...change log says new 3 new "story" scenes so surely the story is not finished for this message to be appearing?
