Just have a quick google about "red herring" and you will know that this is a simple troll. As far as i have learned there are trolls like this at the end of every update.

Yep it worked. Thought it didn't at first, but you have to open your inventory for it to show up.

The magazine has been there from the start. I remember finding it early on, and then thinking there were other similar things hidden throughout the game and being disappointed that there weren't.
