A challenge is something you can deal with and overcome. And critically it is something you can overcome through either skill, planning or some other satisfying investment of time and energy that than leads to a feeling of satisfaction as a result.I can see why you would think that. But that applies for both sides. Have those gunners on your team and you can kill enemies that is not visible on the map yet. It is fair.
Having an enemy you can't interact with at all but who can't hit you is the opposite of that. Even if there was a counter it would be one you couldn't interact with beyond buying it which wouldn't be terribly satisfying.
I agree with you on the unit type thing though. No need to front load the game with content that is better served up slowly to match the game as it progresses through its intended difficulty curve.
