Yes because Nergal, the creator, is no longer working on it, however some modders such as myself have been adding to it on our own time. Removing the abandoned tag on the thread would be wrong do to everything being added being fan made content rather than something Nergal is putting out.

the only thing youll need after downloading the chilly update
is the RTP (run time package)

You must be registered to see the links

save some time, download and run the installer for all of them
if your worried about space, the folder i store the runtimes and the rar's
they came in is only 488MB

to further elaborate, while the RTP could be included in the game download
it would be in the grey area of distributing products,
also you'd still need to unpack and install the runtimes yourself
so its easier to leave it so people have to visit the rpgmaker site
to get the runtimes,
future referance, if you see the RPGM tag on a game here
youll need the runtime pakage for whicever version they used
again save time, download and install them all
and you wont need to worry about it
