is the game actually completed or is it just the tag was given to it? and if its finished what was the endgame, if you dont mind me asking
It's completed, but development was rushed towards the end. Or to be more precise, Balsamique took a shortcut.
The game originally had gameplay just like Behind the Dune, and a different protagonist (the alien sidekick) + an investigation mini-game, which became the main gameplay in the finished version. I don't know the exact reason why Balsa decided to do that. I'm guessing he did it because Vega Hunters didn't receive as much attention as Dune, and he wanted to go back to remaking BtD full-time, rather than as a side project, as he was doing at the time.
So he converted the existing story into a bunch of cutscenes, added more cutscenes, and connected them with the investigation minigame, which is a fine minigame in my opinion, but sadly gets repetitive, because every level plays exactly the same.

how the hell do you save your game on here? been into the file directory listed but no exe.exe folder is made.
and whenever I create my own it does nothing.
ever tried using some of the complete saves on here to the same result
Hmm, I haven't played it in too long to remember how saves worked, but I think it was the same as in Behind the Dune. And in Behind the Dune, people often have the problem that their computer simply doesn't create a save file. Must be some incompatibility with flash or something

and play version 2.14 instead of the newest version 2.14.3.
2.14 is exactly the same as far as I can tell, except that it also has a cheat button in the main menu, which unlocks everything. You won't miss any content that way, since the gameplay remains exactly the same throughout the entire game.
