If they released sparse updates with very little new content I could see your point. They have been making a lot of consistent progress on a very high quality animation. They release consistent updates, and the work-in-progress clips are quite polished.
Long animations take time. I don't see anything unethical about how ViciNeko is handling it.

you can actually see that vici actually struggles with this in some parts of the animations where things bend out of shape sometimes, but he hides it very damn well

That'd be the worst handling of region-locking in the history of web development, but of course it's possible. I'd say it's more likely there's just some instability that makes the file retrieval not work 100% of the time. I remember encounering something similar with Gofile - it'd throw some error and refreshing the page a few times would get you the file eventually.
