Iirc yes. Read what the quest logs have to say and stick to them. Sometimes you first have to progress with other NPCs before you can progress.
Could it be that no one had ill intentions and you question simply fell under the table due to many other questions from different people or no one had an answer at that time? No need to start such accusations, especially if you want help.

The quest log shows I've completed everything but handing in my homework. When I go to the teacher, I have the option to hug, feel her boobs, or nothing. Did I miss something earlier?
