I've put this solution together under the assumption that you value its features in the following order of priority:
1. Length must be knee high
2. Texture must feature stripes
3. Color matches the one in the image. (failed to meet this preference)
The closest I could get to that is by using the Stockings Sim clothing item, I think it comes with VaM by default.
Make sure you select the Stockings Sim version of the item, the regular version (Stockings) does not have presets on my VaM install.
You then go to Customize->Preset->Select Existing... make sure you pick "All flattened" in the "Shortcuts" section on the left and select the Black and White Stripes Knee.
You can change the colour of the white component by going back to the "Customize" screen and changing the Diffuse Color in the "Sock 1" and "Sock 2" sections.
I couldn't figure out a way to change the black component, but there is probably more that can be done with this item by adjusting the sliders or loading custom textures.
