I can confirm it's possible. If you managed to get the sex scene, it's just RNG so keep trying. If you haven't, you need to let him go through the begging cycle twice (so get the handjob scene, he gets the estrus debuff again, repeat in the same combat encounter) before she decides to have sex with him the second time. She may or may not also need to have the estrus debuff.

If it's RNG, then RNGesus wasn't smiling upon me that day since I spent close to an hour just repeating the sex scene over and over and over again, lol. And yes, within the same encounter too. Made sure difficulty was set on easy to avoid dying trying to get an elf shota baby.
