The guard is named Diana, not Rose. Her fellow guard is named Conlan.
Details about the whereabouts of Diana can be found in the walkthrough, p. 39-40.

Same goes for Samantha. "Why" is explained in-game by Sister Elisabeth and even leads to a repeatable quest with Jenna.

I mean why the autor refuse to do vaginal sex scenes with them Im not talking about sister Elisabeth dialogues (I remember them since I played the game) , Jill is pretty rebel so why not go against the rules, that fits her character and personality.
It's entirely possible that the reason for not doing them is because of the lore reasons... I know that's a hard concept for some to grasp, but that's usually a big part of world building in a game.

Is she ? I don't get that impression TBH. Mischievous, daring ? Yes. Rebellious ? Against who or what I then ask.
And even is she was, it would not be very wise of her to go against the rules of the community that could easily revoke her permission to stay in the village. Of course, if she gets drunk enough she might forget the possible consequences, but then Krowly would have to play along, wouldn't he ? He doesn't exactly come across as a rebel either.

She has the rebel attitude that doesnt give a fuck about any rules and if we include drinks to the mix well she can absolutely convince Krowly to do it, she can be the exception of the rule, I think it could be very refreshing to see since is the forbidden act to commit.
I remember she told Krowly that she fucked a lot of dudes in her adventures just for fun.
I always imagine her fucking her dad occasionally behind everybodys back, she seems to like her dad if I remember correctly.

Why behind everyone's back?
It's not like Samantha's shocked by seeing her own daughter sucking her brother's morning wood, so taking her dad's dick all the way up her ass infront of an audience wouldn't be beyond possibility. Hell, Krowly would probably be front & centre in the audience if he could.
Seriously, I'm questioning how much of this game's in-universe customs and taboos you actually understand.

Again, that's your opinion. I don't see her breaking any rules at all. I see her as just being drunk and sleazy.
She might have had a lot of sex with other guys, but what does that proof ? Everyone in this game is sexually liberated and as Snugglepuf says it doesn't take much imagination picturing her having sex with her father, but one thing is clearly forbidden: vaginal sex between family members. Easy to figure out why that would be, doesn't it ?
Even more, even if it was not taboo, if she gets pregnant, she would have to stop drinking. That alone could be reason enough why she doesn't want to risk that
