I'm guessing from this you might be more interested in the modern meaning, specifically the one related to the harem genre for both stories and games.
In this case it is defined as a group where a minimum of three, or more, members are all in a relationship based around the same person. There are, however, a couple caveats which go along with that definition. One of the things that is expected with regard to a harem story is that all available love interests (LIs) will be in the same group centered around a single protagonist at the end. This is what is known as a true harem.
When a story has the MC romancing a number of different women, yet then ends with the MC having to choose only one of the LIs, this is known as a false harem. A variation of this is when the MC ends by choosing a select group, rather than just one LI, which is controversially sometimes called a partial harem. The debate being that since this type of ending leads to the rejection of potentially many LIs it should also be considered a false harem.
Essentially, what it comes down to for many is that if it isn't a true harem ending, then it isn't really considered a harem.
With regard to Where The Heart Is, while the MC does have multiple love interests, and you might even be able to make an argument for polyamory in some cases, because you have to choose one, or a very small group, it is not an actual harem story.
