I aree with your comment.What's wrong in that? Also be realistic. Person who did the sandbox features most likely doesn't work on the actual singleplayer content people wait for but is actual software engineer. Not artist or dev flipping assets to build map.
This gives players ability to create their own stuff while they wait for actual game. This probably didn't slow down actual story development at all while giving us actual reason to play the game apart of testing it for few hours every few months.
When I work on a project I must work on other stuff as well, to avoid going crazy. In my 30+ years career in Design and Communication I had to work at 2-3 projects at the same time, sometimes very similar and other time very different projects, sometimes helped by the fact they had different schedules but still developed at the same time.
It doesn't work for everybody but for me and many others it does.
Besides... creating, in a spare time, something apparently futile for the actual project does help as well, in many circumstances, to figure out a new solution or find out a program's feature I didn't know or use till that moment that can save my project if not even my career.
Oh... for all gods of the creative mental processes... I still work and find solutions to my projects' issues, even when washing my dishes and cookware!
