I haven't played this particular game, so can't say whether it should have it or not, that said using DLSite as an argument for it is not gonna hold up at all. Every single game on DLSite is lacking at least a handfull of tags, they are VERY stingy with their tags. And heck I am not even sure DLSite have a NTR tag in the first place, can't remember seeing one at least ever there

I always thought that NTR is usually happening when there is some sort of romantic intimacy between two individuals(at least they should know each other and at least one have feelings towards the other), and then one of them cheats (willingly or not) than the other one is betrayed (knowingly or not) that is NTR for me. Using others (like enslaving or brainwashing) is an act of making a person into an object for a captor, a tool to use, which usually not having any romantic feelings towards the each other. I don't consider situation in this game as NTR since no one is betrayed because there was no relationship between them, and giving the victim to others is like giving up as a gift or a trophy.
