I cant seem to get this despite trying a few times. Do i need a special beginning? need to kill the Girl in the Park? What exactly is supposed to happen after checking the internet?

You need to give her the gun and then sex her normally, you'll mention to her about the undercover cop and she'll know it was you
>Rape all of the Smith daughters
You NEED to rape all of them, you should have the lock picks from the previous cop event, if it doesn't give you the option to just rape them, save and then pick one till it lets you rape them
>Check the internet
You should have a prompt saying "
A message is posted in a secret forum frequented by men with your interests " if it shows up you can click the link and it'll take you to the Rape Joy scene.
Check the internet afterwards to complete the Dirty Cop storyline
I just tested all of this on the current version with a fresh save, no time shenanigans used to pad stats
If it doesn't work there's something wrong with your game.
