I had this same problem because my X-56 H.O.T.A.S throttle wasn't in a neutral position. Any peripherals/controllers connected?

They're girls you have assigned to one of your groups in-game. It means you won't be able to edit them outside of your room/setting up an H-Scene in-game, as the game is sort of "locking them down" for gameplay purposes/their stats.
EDIT: Just realised I missed another of your questions yesterday. But some locations will be locked unless the girl 'desires' to H there (toilets/bathrooms etc.). Once girl's stats start to max, she'll be available for 3P scenes, but remember(!), depending on how wild you've gone with varying traits, not all girls will want to do everything in 3P.
I haven't looked into it too much, but some positions will be locked out if a girl is broken, her hate is maxed, or she has Sex Hater or similar trait.
Also, with regards to those locked-off areas, sometimes if you set up a 3P encounter, but the first girl desires to do it sleeping/peeing/showering etc. THAT scene will overwrite your 3P encounter and you'll only be able to H one of the girls. Just a heads-up to check their desires first!

1 & 2: Chrome has a nice little "translate to English" thing when you right-click a page. It's not 100% localisation accurate but it's perfectly serviceable:
