No, on dlsite. Not in English also so someone has to translate it. I tried using translator ++ but can't get it to work.
Considering that the scenes and dialogue aren't changed, can't we just use the text files of this original translated version?
There are two new scenes. Other than that, I dont see why not, although I dont have much success doing it.
Yes you're right but it's going to take a while according to the author. Something having to do with the steam verification process.

aomizuan's post on pixiv about the remake game says that there will be an english version later released on steam but "It may be difficult to sell it in this year"
Translation on the remake used the original game's MapData for english language.
Instructions
1. Download the zip and extract the Data folder inside the game's path.
2. Rename the Data.wolf file to Data.wolf.bak or delete it entirely
3. Open the .exe application and play!
There were only 2 new short MapData in the remake that got translated by google translate, the other MapData were taken by the original game, I merged them in the remake and they seem to be working.
Tools used: Translator++

I can't find Data.wolf anywhere dude, and now the game's .exe is useless. What have I missed?

There is also a folder with a save if you want to unlock all the scenes for the Recollection mode.
I didn't play the game entirely, but tested the save for the Recollection mode and everything is working fine with the new artwork and 2 new scenes (in english).
Update: new link without the Data.wolf file. The game is now 840mb instead of 2.05gb.
Edit: If you have an unskippable error related to "First note.png", you will need this.

I slightly updated my instructions above. You may delete the Data.wolf file if you don't need to have a back up of the japanese language. It is useless to have it on your disk, and it contains duplicated data on zip which are not needed.

I'm gonna hold off for whenever the official translation drops. It's bound to be better than the edited MTL that was used for the prior game, let alone a raw MTL for the new scenarios.
