Sometimes adult women are just small. As far as I know "loli" is the sexualization of underage fictional characters.
The game doesn't explicitly mention the ages of the main characters but there's no reason to believe they're minors. One character at one point calls Hinoki a "young adult" and Garnet is assumed to be around the same age.

So, for anyone who wants to cheat?
Be careful using a save editor to multiply items.

Right now I'm stuck in a loop. Set all items to 99. I went to revive the two harpies and the scene plays over, and over, and over... and either there is an in game glitch that is causing a scene to repeat without breaks, or it is doing it by being triggered by an inventory item I SHOULD only have 1 of.

Should be an easy enough fix: edit all my items to 1, do the mission, and edit back to what I want.

Now, the cons of the game:
(no pros? why not? because I'm not done yet. But trust me, with 12 hours on my save so far, it should be obvious I'm really enjoying the game!)

- No world map fast travel. It is a royal pain running all over the map, more so because you can't instant travel, or even just have a faster on screen walking speed for overworld maps!

- The art. Some is beautiful. Some lacks beauty but is really cute. Some is ugly as sin or I don't know what is happening. I really appreciate the hand drawn art, but with how good some pieces are, I wish others got the love they needed to be worth seeing.

- Sex scenes: this is NOT A PORN GAME. That isn't a complaint, it's just a statement of fact. I came into this game expecting sexuality to be an aspect of the story, but not it's centerpoint, and for the sex to be minimal. But.... look, there is minimal, and there is non-existent. Thus far, outside of the deviant dwarves' bed most scenes lack art, and any description, of any kind.
Even if you don't want to do the art, follow the path of The Last Sovereign and have some onscreen text. Tell us something. Look, I still don't even know If we've done more than just SLEEP with Fluorine. There is a hint we had a threesome, but no text!

- Princess Aurellia. I understand many horrible things happened to her and she has suffered but she is insufferable as a character. It's not even that she doesn't appeal to me, it's that her dialog, behavior, everything, detracts from the story.

- Getting into bed is the second choice. Releasing monsters is the second choice. The latter is the bigger deal. If I want to spam through a lot of them, I have to tap through seen dialog, again and a again, and make sure I stop tapping through before I cancel what I was doing. As there is, seemingly, no downside to this action (save losing the inventory item, but it only exists for this reason anyways!) why not just make "confirm" the default choice?

- Backtracking. A lot of it. Wouldn't be a problem with fast travel as mentioned above.

- Nothing keeps track of quests. I like a list of side quests, plot quests, etc. Especially when I save and go away for a few days. It helps me see where I was. There are indicators of where to go for story issues, so not a big deal, but a minor personal annoyance.

- Wrong MC. Anyone, even 2 or 3 hours in, must have picked up on the fact that the most interesting character, and also the most out of place, seemingly, is Fluorine. In many ways, it feels like she should be the main character, instead of supporting!

-Money. I cheated in the first place because farming for money is a PAIN IN THE ASS. And I don't like bothering for taxes, though if I didn't mind that, it just adds more points to me complaint about backtracking!

EDIT:
Last con!

One final edit?
Keeping the lore straight is difficult. Would be amazing for an in-game index that kept track of names, places, histories, races, myths, etc, that I could read about to keep things straight. Barring that, a wiki.

And.... I'm stuck.
What I said in my last post about a con being no quest list?
That's applying hard, right now.

I just traveled the entire world map (at least, that I have access to). Nothing. Nowhere to go.
I'm positive whatever I'm supposed to do should be obvious, but I must have missed a line of dialog or a location name or something.
I just freed both towns for Xenon and had a dragon baby egg with her, and got a dragon pearl and I have no idea where to go next! Where is the dragon princess I'm looking for?

Princess Argon is at the Sunken Tower, which is the patch of bubbles just north of Castle Cypress. You need to use the Dragon Pearl to make the tower rise.

The incest content in the game primarily consists of three of the main characters sharing a great-grandparent, so it isn't a terribly close relation.

And in regards to loli, it can also mean anyone who appears underaged. The official rule says "undeveloped body", but most twelve year old girls have started developing, so it should probably say "underdeveloped body".

Garnet is, at minimum, 16, as the main character has a picture of her which is explicitly stated to have been made at that age.
But no, to me, loli is basically a body that's so undeveloped that it looks like a prepubescent child: Hips, ass, waist, breasts, all flat/uncurved. (That's an oversimplification, but I wanted to provide an example. The "looks like a prepubescent child" part is the relevant bit.)

Which tags? I haven't completely beaten the game, but I think the only tags I haven't seen yet are (Cannibalism, Bra Burning, Memory Alteration, Uprising of the Proletariat, Intelligence Loss, Sequential Hermaphrodism), and I'm not sure about some of them. I don't actually recall if (Cannibalism, Memory Alteration, Intelligence Loss, Sequential Hermaphrodism) have come up. I'm pretty sure (Bra Burning, Uprising of the Proletariat) haven't yet, but there's still more game left to explore.
Memory alteration is in the giant's dream space. Intelligence loss is in Sir Homely's tomb. Maybe the arachnids eating humans counts as cannibalism, or maybe Florine eating the poisoned butterfly counts, because of the monster girls becoming butterflies myth. Perhaps the girls' underthings get burned whenever monsters with the defrocking spell cast it upon them. That would cover bra burning. As for sequential hermaphrodism, maybe that would explain the freak show that the insect queen put on with her female drones. I suppose the Cyprus citizens kicking out Malphon's monster invasion would count as an uprising of the proletariat, although technically they are mostly peasants. Those are my best guesses, anyway.

Garnet is definitely more developped than "a prepubescent child". I would call her "petite" at most.

How about Rosie? She looks like a very young Hinoki if Hinoki were made of pink slime.

If so then she could qualify IF she were sexualized at any point in the game. But she isn't. The mere existence of a child in the game's world doesn't mean it deserves the loli tag.
Though if what matters is how a character looks rather than their age then I have no clue.

If it is just a question of how they look, then the fairies count, and we certainly do get to do the dirty with them. There is also the younger dragon princess whom Hinoki pervs on. You may even count Rowdy.

Ithink there's a couple like that. The main one I can remeber is Underfeated Bahamut Chronicle
yeah I went through some old anime on Hulu and the flix. it was bahamut the one I was thinking of. where "wyvern" was a type of mech suit instead of a dragon, the new kingdoms princess (puppet) that was branded with the imperial families mark and falls in love with the outcast imperial prince.

This game's been a fun ride of yuri, references and copyright violations that I'm enjoying every single moment. I'm also, more or less an RPGish completionist on skills.

Any idea on Cyclopolis:

Someone please point it out to me? It's been driving me nuts for roughly 2 hours. The rest of the walkthrough i can powerthrough like a good old Dragon Quest grind. Might as well add the april fool scene too.

i couldn't find the gate for a while either, until i realized i was looking in the wrong spot. in the chamber right at the exit of the mine, there's a hole you can go down (i don't remember if it's a ladder or a rope, or maybe even something else). you'll come to a level that has a lot of water on the floor. the gate is on this floor, not the one you woke up on.
