This usually happens if you don't have the PLUS version of the game. If you played Part 3 PLUS then you HAVE to play Part 4 PLUS otherwise it's incompatible versions.

There was a issues with saves if your playing part3plus, then starting saves in part4?

most people just restarted in part 4 or used part4 saves.

Well lets assume he's American:
EST = 4pm (GMT+0)
CST = 5pm (GMT+0)
PST = 7pm (GMT+0)

Depending on which part of the US, we're looking at between 4-7pm BST (convert that to your local time zone)
