the mission is on v 1.4.0 and is incomplete.I think when 1.4.4 released the mission will complete but this mission was changed to brothel mission

As has been said the bogwart mission is incomplete. You will be able to visit him whenever you want cum but the actual Bogwart slave route is only just starting (I haven't played 1.5 yet so could be more there).
