You do not get it, or maybe you do not want to. The point here is the first impression of Ellie when she sees him. This is exactly the moment when Ellie sees Dylan. Not before or anytime after. Yes shocked or impressed are different emotions. But I think that the term "shocked" shouldn't/can't be seen negatively here! She is not shocked by her brother's new look. She is positively surprised, pauses for a moment and returns to her bitchy nature.
Mistake you are making is thinking Ellie is making a compliment...thinly veiled or otherwise.

She isn't.

Incorrect. If play from Sophia's pov...a flag is set in the code that Dylan does spy on all the naked ladies. So unless you play from the annoying little bastards POV...and purposefully choose not to, cannon default is that he does.

Follow Alley_Cat's guide. Need to make sure when watching porn at night and you hear Ellie do NOT switch the channel and you must spy on the girls at the pool (meaning must go home early from football practice).
It was that scene that I missed out first time round. I switched the channel and missed that stealth +1Ellie point that you need for Sophia/Ellie/Julia poolside scene. Luckly I had a save point not long before and so I could go back to and leave he channel on.

Left-handed relates to being sinister? Man lefties just can't catch a break
The word sinister comes from "sinistra", which is Latin for "on the left". Apparently only took on negative connotations in the 14th century, at least in Western society. From what I hear from my Indian friends, touching someone with your left hand is considered far worse than say the back of the right hand, and has been for millennia.

So a left-handed compliment would be one (like back-handed) but with sinister intent. Like how Dylan's new haircut might be an improvement, but not enough for him to reach "human" status, at least in Ellie's eyes. Or, as I was originally pointing out, what Ellie believes is a futile attempt at Dylan trying to escape "loser" status.

I never heard of the term "left-handed compliment". It's always been back-handed.

My linguist friends would chalk that up to just being a "dialect difference". Either way, whether it's "left" or "back", the meaning is the same and understood.

Well he'd better significantly up his game to get Ellie to want to fuck him. He has at most 3 days of bonus storyline, and is competing against Aaron, Logan and/or Jules. Only 2 days after playable day 17 until playable day 19, and after playable day 19 he has no events half the days. And Jules has already proven she can get Ellie wet and horny, so that's what he is competing against. Even Aaron, who she "maybe" ends up with if you don't follow the Ellie route, is the MVP of the basketball team at her school, has the advantage of helping her popularity at school, which Dylan can't.

Oh, and I believe it's Aaron Ellie calls a moron, not Dylan. Ellie's insults so far I believe have been midget, toad, pygmy and creepy pervert. Of which she's been reprimanded by Sophia each time, but that's beside the point.

And he needs to convince Ellie, otherwise it's rape, which has already been ruled out of the game by L&P.

Safe? Perhaps. Interesting? Not so much. And people can be surprising, like PaxHadrian17 choosing to wilfully stop Dylan from his first chance to see Sophia (and others) completely naked.

I am actually interested in how Dylan fans think Ellie will like Dylan enough to fuck him, considering the significant disadvantage he has. Ellie hasn't even fucked Jules yet, and she's someone Ellie is attracted to.

And then there's the discussion about Dylan with Emma or Marie. Remember, being a Parker I want Dylan to have some character development, and in the short term they're his best chance.

If I started ignoring people just because I disagree with their opinion, then I'd potentially miss valuable or interesting information. There's even the potential I'll back up what they say, since what I enjoy when I can is objective fact checking.
