I'm kind of with you on the idea that Kiara lets it go to her head. I don't like sharing though so I made her a minion on my recent playthrough. I like the idea of being equals but not if she has her own stable of fucktoys.

I'm having a problem getting "Crystal: Everything's set. We can meet at the Cimex Motel in Harbor Side she and I are both off Friday and Saturday nights, so we can meet then." to actually proc. I go to the Harbor Friday and Saturday nights but there isn't an option to do the event.

Well she has only made two so far I think, plus the city was already known for being a lot more sexual than other cities (I'm pretty sure Crystal comments on it) so her work on subliminally effecting districts may have scooted under the radar.

For me, ignoring the real answer of "it hasn't been written yet" for why Kiara isn't seeing any repercussions/getting noticed, I'm pretty sure it's a combination of her being normal human using non-powered methods to control the people, and the extremely small scale of her actions. Also, I'm pretty sure the canon timeframe of the game is at most a couple months, so her getting noticed already could be unlikely. While Kingston being a bad person doesn't justify her actions, it does sort of explain why nobody would look into what's going on with him. I'm pretty sure partner path Kiara will get a massive scolding from Sam for her actions somewhere down the line.
As for the city, I don't know that it's reasonable to say that making it more horny will lead to bad people doing (additional) bad things. I'd argue that a possible outcome to the entire city being less sexually inhibited would be there being less sexually frustrated individuals. That said, I'm not privy to secret elements of the game's worldbuilding, but I doubt Myscra wants to be writing a story where assault waits around every corner.

My problem with "it hasn't written yet" is usually in porn games the very last thing anyone wants a woman to learn is moderation/self-control. And by usually I mean always.
Yet I'm still conflicted, because it is very in character for Kiara to act this way. She gets her first orgasm and then couple of weeks later learns how to control minds, then she sees some asshole. Of course she's going to make him into a fuckpuppet. It makes perfect sense especially when you learn how she dealt with her cheating asshole of a father. She has a history of using her skills against assholes.
But if people are having sex and everyone isn't enjoying it, it is a total turnoff for me. And Kingston doesn't have a "self" to enjoy what's happening.

I mean to be fair, it is a little strange when you consider that the Society only recently "killed" Cerebralite, took his bodies so they know there's a chance he still exists due to body hopping, and now people in general are acting more sexual. That should be setting off all sorts of red flags. Though not in my playthrough though cause I choose Feedback Kiara and also don't really use the mission stuff cause 5 day missions for like $400 isn't really worth it when I can grind $1000 a night in poker.

Because of how involved Kiara is I just assume that her partner/minion activities will have to be addressed at some point as the main story continues, but it's possible I'm wrong about that. As far as I can tell we have a similar opinion about Kiara and Kingsgon; the writing is consistent with her character and all that, I just don't have any interest in blank/unresponsive characters. As for the city stuff, while I have seen stories where a town's citizens were reduced to a state of mindless lust, based on Myscra's writing so far, I believe that the city wide influences in accidental mind should be much more nuanced than that.
How do you find Edwin again for Congresswoman info? I spoke to him a long time ago when he got me into VIP lounge, but when I go their now I only have the option to speak to speak to Dora and Zari, with Aurelia lurking in the background.

I'm pretty sure Kiara needs to be pretty far along. After that you can build up relationship by spending time with the two of them at certain points. You need to get a football costume to be able to access that section of Blaire's dreams. I can be more specific, but I will stay vague to start with.

As Fulminato mentioned, it's not a physical object, it's in the dreamscape. You don't actually need to get he football costume until pretty late into leveling up your connection to Blaire. You need to have learned both chemistry and woodworking to access it though.
Here's a full step by step list of what you'll need to do for the costume: Learn woodworking on the weekend by going outside of your house and helping Mr. Keyote 4 separate times. This unlocks quite a bit more of Blaire's dreamscape. Go to the university while the classes are active but Blair isn't in the chemistry and class listen to the lecture until you have learned chemistry. Find Blaire sleeping while sunbathing early morning on the weekends or in class and soothe her to sleep if she isn't already napping. Dreamwalk -> art room -> find bit of text to click to unlock secret tunnel to the music room->continue deeper until you find the storage room->search the shelves until you find some bits of wood->go back one room and try to build a ladder->climb to the second floor->enter the chemistry room and then the closet->mix the chemicals->go back to the first upstairs room use the explosives to blow a hole in the wall->climb through the hole and find the room with the vice principal cutout->click the text to find the set of keys->return back downstairs and enter the previously locked room. click the word costume to get the football costume. That's an extremely detailed rundown of how to get the costume. The dreamscape stuff will take more than one trip to finish unless you have already leveled up your connection to Blaire or know your way around her dreamscape. Also, whenever you sleep for the night you can pick the option to consult Sam to ask about various things. If you ask about how to do things and can't figure it out from the hint, the grey button beneath the hint usually give a detailed explanation of what you need to do.
