so I downloaded thinking this is 0.21 premium so I can see the new scene but nop just the old 0.21 with same scenes in it

Nope, the game is far away from being finished.
The word "final" just means that the update (v0.21) is now final, after v0.21 Beta was out.

Just finished v0.21, really nice art, and story. love the subtle humor. Can't wait to see what the Orc leader has in store for getting a facial from his troops.
