His last statement when abandoning was " cannot share the details but it's about the legal issue in where I live (Porns are prohibited in here, even though it's 21st century). " No doubt Australia recently proved being rather strict on certain "excesses", but other countries have much more restricted regulations on pornography!
I understand Mobum was very very sorry when forced to take that decision. And we can do nothing but rescpect it and his silence.

- Originally Mobum did this as a fan of other games.
- He decided to try to make money, using Patreon.
- After awhile, Patreon said this somehow violated their terms (girls were too loli? can't remember for sure now).
- He paused this while he worked on a different game Patreon accepted, Runaway Princess.
- Now apparently there are laws in his country prohibiting him from continuing to work on the second game as well.

Is there someone in his house, watching what he is on doing on his PC 24/7? Are they monitoring all his activities?
I am sorry, but to me that sounds like a huge cop out, as he can't be bothered doing games, so instead of saying he cbf doing them anymore, he made up some elaborate lie.
It could be him getting the money from patreon. I don't know honestly, just guessing.
