In reference to his post - talking about challenges where he cant reuse images from earlier in the scene because they want the clothing to change. If it's done smart, you create a layered image where different clothing items correspond to conditions which are then set in script.
If you mean the general term, a layered image in renpy is simple an image which is a collection of several sub-images, each of which can be turned off or on depending on conditions or other logic.
For some reason you dont see them a lot in daz-style games; im not sure if that's because [1-offs on the scene] and renders has become the norm, or because devs arent aware of spot renders? I dunno.

I am appreciative of them trying to do the little things right. That's the way I'm wired and seeing most of the characters in these games wear the same stuff bugs me. However, as PGJ stated, it's not difficult to create layered images. There are a few games that use this tactic and I should be able to remember one or two to give you an example...but I'm drawing a blank, ATM.
