It should all be in the same place. You always use the same button to learn programming and when you get to the point where you have to pay, you have an extra option.
The button to learn how to program should only go away once you reach level 10.

When you click on your PC it should show up the learn to program button as long as your programming skills (player.computing) is less than 10 and you're not tired (more than 20% energy).
So if you edited the computing value in the console, change it back to 4 and go through the lessons.
Or if you're just tired, sleep and try with a full energy bar.

It's simpler than you think if you don't have any more event tasks to do and you're stuck on the BLOOD MOON mission. Just go sleep at night for 2 to 4 days doing nothing until you get the BLOOD MOON mission, I did that and finished the mission.

That just means you have to advance the alien quest further.
Close encounters:
Go to the teacher's room in school to meet Anna.
Once you've met Anna, you just have to sleep or take a nap in your bedroom between 18h and 3h after 5 in-game days have passed from the start.
You need to sleep during a full moon (moon changes at midnight). Just keep sleeping every night and you'll trigger it.
You need to advance the close encounters (aliens) quest. See my first answer above and if you're further along the quest and have difficulty advancing, let me know what step the quest is in.
