I can second this. I had a similar issue with that personality (and a couple others). I went through and systematically tested all modules attached to a character with it, then with no modules, then with different personalities. I am relatively confident the personality itself is the problem.
Assuming you did in fact have the same problem I did: If you watch the percentage display in the top right closely, you'll notice that it very briefly -- for a frame or two -- displays its intended success rate when you first try the interaction, then drops to zero, at which point the character will initiate its dialogue. My current suspicion is that this is due to the personality lacking the necessary voice files for that particular interaction result, thereby failing to complete, but I haven't delved into it in any great detail yet. My tests with other custom personalities that have also had this issue (such as the male Manly personality port from AA1) show that some interactions (e.g. praise) succeed while others (e.g. talk about hobbies) fail at zero as described.
