I think he means that logically they've been fleeced of that money for a long time and not just now since he wasn't releasing any sort of builds in between. The publisher is clearly aware of the issues, and is acting upon it - sometimes the most you can do is wait. Hell, I've had contract disputes at work that took nearly 5 months to clear up because coordination between three parties in a legally binding flow means what could be a 5 minute phone call between 3 people becomes a weeklong email thread to do basic changes to the paperwork, and then another week to get it re-signed and move on to the next task.
I feel like people in this thread have never done any amount of development or business, let alone game dev. The publisher usually helps with marketing at the time of or after release, and otherwise exists to help with the biz reqs for publishing, not to be an all-encompassing aide to the developer. If the dev asks the person they have a business relationship and contract with about releasing early on non-Steam platforms and is advised not to, I think they're going to listen to the people they are in business with and not some pile of anonymous forum complaints that they want the game right now.
As Mark Rosewater once said about Magic the Gathering - if every pack of cards they sold came with a $100 bill in there, they'd get complaints about how it was folded. If your only post on this forum until the steam release is that the game is not out and therefore the paying people (not you, clearly) are getting scammed/milked, consider screaming it out the window instead - you'll get the attention you're seeking much easier that way.
