With RPGM games Ctrl and and 0 stop working 9/10 times I play one and its gets extremely annoying when I have to constantly minimalize the game to go through menus which only happens when I play RPGM games.

Dunno what the cause is, but usually pressing numlock twice fixes it.

If the game gives you a "File corrupted" error on startup, move it away from the "★★★バカな妹観察日記★★★" folder into one with regular character and not whatever that abomination is.

He meant right click in the folder where you see the folder with the Japanese name, select NEW and create an empty folder with a normal name like Bakana Imuoto. Go into the Japanese folder, highlight everything in it and, using cut and paste, transfer the game to the folder you created earlier and run it from there.
Now, having said all that, I don't know why he didn't just advise you to right click on the Japanese folder and rename it.

Have you tried changing your PC's locale to Japanese? (Not location just system locale)?
Shortening the Game Folder name? (Some gets a problem because of this for some reason).
