According the F95 official stance, The Dev notes don't count as tags and Tags are only supposed to be used for content already present (Planned content goes in the Dev Notes, not Tags). And yeah the Rape tag is less than useless to anyone except snowflakes desperate to avoid the barest hint of the kink, similar for Gay & NTR.As always it is a little bit more complicated unfortunately and for that we also have the dev notes, planned tags and so forth where a dev can give more info. Some things though even if only one scene in a game some people will want to avoid at all costs. One tag comes to mind is rape for example, but yes it would be nice if in new tagging system for most tags would be possible to add if a major focus or a one time thing.
Still has the problem though that at 0.3 something might be a one time thing, but at 0.12 a major theme. You will never get tagging completely perfect or some discussion how different people see same content.

Based on some conversations I've had with a few of Devs, they have limited control over the Tags on their threads, a couple have struggled to get Tags Added/Removed having to file tickets with staff rather than just edit them themselves. (not sure if this is everywhere, some seem to have editing powers (or used too), while others don't ... I have no idea why)
