Impossible, a sea cow like her is incapable of giving birth to a perfect angel. The only scenario I can accept is that her mother was driving by the Pink Rose one day, and Madame was slipping and sliding out the door thanks to her natural oil, and she slammed into her car, killing her instantly. Then she tricked the father into buying her as a pet, and in whatever state they live in that somehow makes her the stepmom.
Perfect sense. Much more than Madame being the bio mom, or anyone liking her at all.
