As far as a teenager running a college bordello & drug ring? Yeah, she's pretty good at manipulation. It only takes a couple of fuckups to go really wrong, though.

The whole misjudging Maya thing made sense though, because she was so desperate to get into the HOTs, and was willing to ride Tremolo for the hazing. That was pretty extreme. Only Tremolo knows her secret at that point, and how inexperienced she is. To Quinn, she was willing to go beyond what the other pledges would. Her desperation came off as willingness, which made her a good candidate. Before Lilly, there were no Blondes on the menu, so there was that added incentive, too. Maya also has a rockin hot body (despite the skin texture issues).

As far as Mona goes, she was willing to do anything with the other students (as we know from our threesome in the bathroom). Cammy was level-headed enough, and goal oriented enough, to do what needed doing, but Mona was just a party girl that couldn't do it with an older guy. No way of knowing that until it happened.
