I think once she moves past the MC she might give Jacob a chance. It was brought up at the panty party and I think she was more surprised by the question than turned off. She might eventually think positively on (at least trying) the idea when the feels for MC cools down.

Tommy is more of a leader? Doubt.
He's a party animal, reckless, fun and perfectly suits the image of a frat. But in a crisis situations he throws a tantrum and run to his basement, being completely apathetic. "If you've hit rock bottom, I'd rather stay there." That's not a leadership position; it's like an ostrich burying his head in the sand. I don't judge, everyone has their weaknesses, but a leader must be resourceful and responsible in moments when their community is on edge of collapse.
Moreover, His decisions are chaotic, ill-considered, and lead to disastrous consequences. Lets get revenge on the jocks and smash their windows with dildos without even realizing what's going on. Or buying drugs from Vinny. Lie to the MC about "fake gun".
His behavior in Episode 11, when being butthurt, he started attack all his brothers, "Who fucked Heather, REEEEE!"
This is not the leader, it's a boy who only want to have fun. So let him being good at it, but stay away from leadership.
The real leadership qualities we can see in MC - he is the actual non official leader at the time. Guy is managing entire frat and he's good at it.

Tremolo and Rusty's leadership is a perfect partnership. They complement each other in their weaknesses.

I give Jacob permission in all my playthroughs I think. It's a shame as the Zoey at the start of interlude is one of my absolute favourite girls in the game. If she had stayed with that design she would have been far more effective as a temptation on my runs. Would have given me a far far more difficult decision on whether to go back to her, she'd be up there with Sage and Jill.

But once she returns with cheap looking tattoos, she drops way down my list and is a really easy one to drop. Jacob's welcome to her, I'm just grateful that we got at least one scene with the hot version of Zoey in the interlude!

Yup that is what bothered me. I basically was in a relationship with the LI and zoey was forced as a last minute option.
Even when I wanted to be friends (Not being angry at her at first) and gave jacob the thumbs up.

It's kind of already the present. The whole xmas party was basically MC and Derek, and MC was confident enough to leave and let Derek handle the rest.

There's zero evidence she did. There's no implication, or even line of dialogue implies it. Unlike with Vinny. Despite the anti-NTR agenda, DPC isn't afraid to tell bluntly when a girl had a thing with another male. Riona with Jaime, Quinn with Vinny, Heather with Nick, Sarah & Melanie being in an orgy or Riona commenting on the size of the glory hole customers. Not to mention how many times the restaurant girls and the Pink rose ladies talk about their business. It's obvious that except for the 5 love interests, most of the side girls had ( or still has ) an active sex life. But the way Tommy has been portrayed clearly shows he's stuck in the friendzone.

Naturally, there's no evidence in the game! If there was, we wouldn't be arguing.
It's easy to say, "No, it's not as you say," because these aren't facts from the game, only my speculation.

There are only options:
1. No one, the only other person was Tremolo. And if we're looking at the option where MC isn't interested in Quinn, then Vinnie is the only one Quinn slept with during her entire training.
2. With other guys, but not Tommy.
3. With other guys for money, but Tommy doesn't want to pay her.
4. She had sex with Tommy (you deny this option).
5. With Tommy and others.
Don't you understand that Quinn is the kind of character who doesn't talk about guys? And Tommy wouldn't tell everyone he's cheating on her with Quinn (with her friend Heather).

It's amazing how many people like characters like Derek and Maya (who are from the same family, by the way), but don't like Zoe, Tommy, and Quinn.
