I don't judge, everyone has their weaknesses, but a leader must be resourceful and responsible in moments when their community is on edge of collapse.
Moreover, His decisions are chaotic, ill-considered, and lead to disastrous consequences. Lets get revenge on the jocks and smash their windows with dildos without even realizing what's going on. Or buying drugs from Vinny. Lie to the MC about "fake gun".

This is not the leader, it's a boy who only want to have fun. So let him being good at it, but stay away from leadership.
The real leadership qualities we can see in MC - he is the actual non official leader at the time. Guy is managing entire frat and he's good at it.
