Perhaps there are other friends of Rox who are still around? It is possible that they told Buddy to take care of Quinn because they are incapable of doing so for various reason. If this is the case, Buddy was simply afraid of retalation if he hurt Quinn.Where it breaks down, for me, is the aftermath. If the goal was to make an example to show what happens when you step outside, giving Quinn herself a beating would've been the move. After all, that's what he did with Vinny. It could be that he was held back by some sentimentality for Rox, but Buddy states repeatedly that he doesn't even want Quinn around and that Rox is the only reason he took her in, so that seems unlikely. More affection from him could've changed that narrative, giving a reasonable excuse for letting her off.
If the goal was to strike at Quinn personally by targeting her friend, trying to break her down inside, then why the fuck would you let her go? Keep her hostage until you're sure Quinn is obedient and dancing to your tune, no matter how reluctantly. Because if you don't have any remaining leverage over her, what's to stop her from, oh I don't know, dropping a dime and bringing a raid down on you?
Tl;dr the price issue is a legitimate concern for Buddy, even though plenty of people don't seem to grasp that, but the way they treated Riona was a weird middle ground that shouldn't have happened.
Another possibility is Quinn's foster family. While we know nothing of them, there is possibility that they are connected to law enforcement, althout its unlikely. Larger possibility is that they still try to be involved in Quinn's life and would simly go to the police is something bad would happen to her.
