He probably could, if he changed it to a roommate situation, where no one was related to anyone else. Step relationships aren't allowed. But that would involve a lot of work to re-write it and still have it make sense. But there's two problems with that approach.
1) At least at the moment, DS would rather work on Glamour.
2) There's no guarantee that Patreon won't crack down on people changing incest games to games about roommates, and then patches mysteriously appearing on the internet. Except it might not just be warnings. It could be bans at that point, which scares pretty much any developer, because Patreon is the place to be.
And honestly, I don't know much life Big Brother has in it. I suspect that it would still be more profitable than Glamour, but people were getting frustrated with the pacing. Update .13 was a good one, but at the same time, DS can't give us updates like that all of the time, because Ann was what people had been waiting for for so long. For me personally, I'd like to see one more update featuring Lisa and the taking of her virginity, and after that my interest would drop drastically.

Also i got stuck in Cunning Plan, already buy the Room in Rome but can't watch it with Ann (i did this after Side Effect is finished, so everytime i watch movie with Ann always ends up HJ or BJ) am i supposed to do Cunning Plan earlier?
And when does Ann do porn alone? alread 'protest' to Kira but there's no progress to the New Job

Well, if the developer is okay to drop the project so well, it must be why he should have been rolling the end of the game for some time. He did not want to take the time to swap words and disguise incest, maybe to change page bosses, just to keep adding new characters. Migrating to another page would cut a slice of patrons. and everything went right until this part
when you do her homework, choose "I'll do everything perfectly if you'll do something for me..." and then "You have to give me a hand". She will give Max HJ. Do this 3 times and then go to sleep - BJ by Kira, Lisa don’t want this yet.

well that is why Max didn't like Eric in the first place. Max wanted to BE Eric. Max has a Eric side in him. He wanted all females for himself. And during the course of the game he used every kind of manipulation possible to get them, psychological and physical. Max is Eric in a way.

Man... You can whine about not getting Lisa. I am disappointed we didn't get more of Aunt Kira content. Everyone has their preferences. I support DS because he would need to force alterations on a game that he planned to go in another direction. So it's better to drop a project as it is than suffer the pain of not being able to implement your original idea. Glamour will need time to get to BB state. But if you played the original Glamour you would know that it is more complicated scheme than Big Brother. It's more like a dating sim with a lot of characters involved and parallel story lines. So not only he will be building images from scratch but also the programming part will need to be built from scratch.
P.S. I bet even those pictures from demo will get you hard while playing
