That is the case currently, if you ever have a question as to whether you have completed all of the content, check the change log and go through the 2 guides on page #1 post #1 of this thread. She is a new character and will receive more content in the future, right now it will be at least November before the next release.
There are 2 guides linked on page #1 post #1 of this very thread, start with the walkthrough PDF, it covers the beginning of the game, then use the text Q&A guide by Golem98. Reading the Change logs for each version would be helpful in making sure you are getting all content kind of like a roadmap. Cheers!

Better yet just play the game with the guides and the change log as reference. It is not that difficult or time consuming. The 2 guides and change log can be found on page #1 post #1 of this thread. There's a jump to 0.10 (not 1.0, which is a fairly different number). Also, the reasons were stablished here on previous posts, and of course, in a (extensive and public) post on patreon.
