Sancho can be found in the alley after you found the key of the basement (A gift from a homeless left of your home)
Michael appears after 12 singing lessons, directly in the studio.

I've tried talking to her every time of day in every location. I can get in the bath with her, spend time with her at night in her room, have dinner with her and Barb, tennis, but otherwise every option is "I'll come back later." I'm guessing I've hit a bug. I'm starting to see stuff that isn't translated occasionally.

Sancho is not always on site. always look there at different times. if you need money, make it easier. console on : e_money += xxxxx ( enter x amount)

It's a typical problem for "late introduction of features into software". The Mafia-Path (starting with distributing packages) is so old, I think it was already in 0.3 or so. Normally, Lucas is the primary target for the package, after he run away, Dev took Paris. Now he has to think about it again. You should possibly load an older save with the kid's version of the Café and start the Mafia-path afterward. The fix will take some time now.
