Any reason why the King's way 2.1 version doesn't have the Fixations editor that's present in the previous version? or did the V0.2 update change so drastically that certain variables and parameters are no longer used?

No, the old one wasn't even numbered, I think. You made 2.0, I think MonkOne ( 
) might have made 2.1 in June last year? (And I made another 2.1 that's fortunately lost now). Also, I think you made a 2.1 around the same time as well? Or someone else other than MO? Thus the versioning is very confusing, and I think some recent reports indicate at least certain version(s) are not supported by the game any longer... Not to mention that the version in the OP is 2.0 and not 2.1.
Edit (not that I didn't edit this before ): AFAICT, the OP has Kite's 2.0 that's about 3 months older than the one here. I think there might have been another 2.1, but I'm not entirely sure right now.
Edit2: As far as I can tell, MonkOne's 2.1 and Kite80's 2.0 are both somewhat different takes, and 2.1 looks to be the more advanced one. Unfortunately, it appears 2.1 was never properly tested against 2.0, so it has at least the 'max_upkeep' bug and possibly others. Don't know about Kite80's version, but I think it hasn't been hit with bug reports?

In general yes. There is nothing about old girl packs that has been made unsupported in the current game.

I'm planning on making my own mod in future, alongside a big revamp of my old packs: if RL goes on as planned, gonna start it on fall (second half of september / October)

There were a number of Trails characters that were made, but I don't think a pack for Elie has been made yet. You can go on the Google Doc on the main page of this thread to see what packs have been made. It is mostly the main Cold Steel girls at this point, and not even all of them have packs.
With requests, it isn't impossible for someone to pick it up, but packs, especially one with a lot of good pictures, takes a while to make, so unless someone here really loves Elie, you probably won't get one for a while. Like Musse, Millium, and Sara still don't have packs yet.

How difficult is it to make a pack? Is it hard to do, or does it take an expert? Just asking..

How hard is it to rename a bunch of image files?
Making a pack is easy but takes quite a bit of commitment. Making a solid pack requires some experience and knowledge of the game and its tag system. Which you get by practicing. Making a good pack (_BK.ini, special events, proper tagging and coverage) might be a tiny bit expert-like.

And I will note that, even as someone considered a top pack maker, I have never done a event, and my INI files are more often than not bare bones. My rep is earned from volume, which is in good part because I've been doing it a while, and because people like the picture mixes that I end up with.
To explain that, I am a software engineer by profession. Coding is my 9-5 job. I have specifically avoided looking at the BK code with very rare exceptions. I do not want my hobby to cross paths with my work. So I focus on pack making, which is something I enjoy doing that has no particular similarity to my job.

See the above link. Particularly the last part of the OP. You want to start with the BK rename tool, linked in the last section. The tool is sooooooo much easier than manual renaming. Grab a small selection of pics for your chosen girl and run them through the tool to get an idea of how it works. That can give you an idea of whether or not the larger work on doing a full pack would be enjoyable to you or not.

well i've decided i'm just not going to finish the Asuna pack because the art of her is just... so samey it's melting my brain. i will release Karin though, so expect that soon. also started going back through my first batch of packs to do some cleaning and retagging, starting with Narmaya. when i clean up the other GBF packs i'll add them to the doc. for now though here's a... really big pack that i wanted to make smaller before releasing but couldn't decide what more to take out. simply love this gremlin and the art of her way too much
