Indeed, release gets here as a result of people making requests in the game request forum.
They don't give those estimates, but historically they tend to release in the afternoon or evening for the PST time zone, despite being a UK studio.

They've updated beta branch a few times today, last time was a few hours ago, so I presume they ran into last minute problems and are now struggling to fix and retest.
The beta branch is currently password locked...

Just because this is getting out of hand at this point, the update is not delayed. It is still coming today and the build you're seeing being updated on SteamDB is the internal dev test branch (which is why its private).
Also since I've seen it mentioned, the UE5 build is going to be available to everyone who owns CI on Steam.
