Nope. Gloria says this in other routes the protagonist is following. I tested with both Ellen and Chandra as Jake's love interest and got this dialogue line. Bet the same is also true in Katie and Gloria's routes.
What? Just because only two instances of her using sex as a persuation tool are shown that doesn't mean the statement is a exageration. Not when the game makes sure Meredith, and sometimes even Victoria, keep talking about how this was the part of the redhead job at Baynard.

I've just finished playing through from the start to do Victoria's route and I counted 4 instances of her saying she was used to have sex to forward one of Merediths plans and quite a few hints at others, all admissions from Vic herself.
One of which happens during the game when she has a night with the police chief, she turns her down the second night.
So, yes, she was used as a whore. The whole point of her augments is for that very purpose.
Philly gives zero fucks.
During DA Carli is still seeing clients and having sex with them while in a relationship with the MC, in fact she leaves one date because she has to "go to work".
Anyone crying NTR over Victoria's past exploits is an idiot.
They may have some merit with the police chief but even then it's before relationships are set and people are still free to do what they want.
Meredith also gropes victoria in the shower including fingering her.
Victoria's whole surprise at the MC turning her down at the start only surprises her because nobody else has.
Edit - Just to clarify, if someone was to cry NTR over Victoria's past exploits then they would also have to do so over Ellen, Chandra, Abby, Shanlon, Katie and whoever else he sticks his dick in besides Gloria and Venus.
Gloria almost had sex but can't recall if there is mention of anyone else so she gets the virgin card and Venus has only just been built so no one has touched her fine metal ass.
Everyone else has had sex before.
Also crying over past exploits is dumb and makes me want to mock them hard like those that cried over the aunts stories from her childhood in Summer with Mia 2.

Great update as usual! I, of course, did full on Katie route for my first playthrough cause..... Katie..... Then realized the only other toute I even gave a shit about was Gloria, so got that one ready to go. Anyone know if there's one or two more chapters? From a casual player, kinda seems like one chapter unless there's an "and they lived happily ever after epilogue".

I do believe there are 2 left.
I think the next one is set to be the big payoff to everything that's been building up and after that will be wrapping up the story with, hopefully, as few plot holes as possible.
However if the game finishes with no one making a dogystyle joke at Todd I will be very unhappy.

The whole chapter was more or less dedicated to choosing one of the main 4 love interests so there hasn't been much room for the story to progress. Too bad I'm not really enthralled by either of them. They're all hot but I'm more interested in Abby, Chandy or even Shanlon TBH.

She regrets all the shit she did while working under Meredith and wants to redeem herself. Why wouldn't she deserve a happy ending and Carli would, coz she was a hooker, and, apparently, you hate whores and hookers ??
She's surprised by that coz he saw through her bullshit in Meredith's office and he even refused her offer to hook up as motivation to get the job done faster, but that doesn't mean the other agents/mercs sampled the goods too, and women touching each other shouldn't be called NTR or prostitution, IMHO... it wouldn't make sense for her to have those powers, if that was the case. Plus, I don't know what kinda idiotic antagonist with megalomaniac ambitions would pick a cheap whore as their right-hand woman. Keep in mind that she offered herself ONLY AFTER he figured out she was an augment who was trying to manipulate him into becoming her boss's lapdog, so the pheromone thingy happened first. My point is, if she was given as a bonus to influential ppl to fuck, why would she still have those powers and Meredith's complete trust ??
In other routes, when you don't pursue Victoria romantically or have a low score with her it should be obvious that she'll have her best interest in mind, not MC's. Would you care about someone who doesn't give a shit about you and treats you like a piece of fuck meat ??
But if you on her love path, Gloria said what I mentioned in my post. I'll attach a few screenshots as proof.

She is a unrepented corporate bitch, not really that different from Meredith, in any route apart from the one where Jake romances her. And even on that barely any time is spend on showing any type of internal conflict between her actions now and then, when compared to the struggles of every other major character, apart from Chandra who suffers from lack of screen time to be better developed (yes Sasha i am looking at you).

Hey there, brothers. After playing this update, I'd like to put a few words here. I'm not a native english speaker, so I won't make this a long post.
Is it just me or this update a was a bit "meh"? Chapter 9, like Philly said, had girth before length, which made it a short one, regardless of the route we would be in. Chapter 10 was a real fuckfest, with the MC banging Gloria, Ellen, Katie and Sonja. Chapter 11 had the great return of Chandra (we were missing her quite a lot, after all), more sex and stuff...and this chapter had more check on people than anything, and quite short as well...
And when will the damn MC check Shanlon's data? In the epilogue?
The first book laid a great foundation, but in this one some things are just...disconnected? I don't know...seems like the feeling of "it could have been so much better" grows with each passing update.
Don't get me wrong, I love this game with all my heart, but...
