Yeah i was on day 17 or 18 and i passed by the clothes shop and the event popped, took black lingerie, ( dont look ) and save before just in case ^^

To get Joan's last achievement, you need to ride the bus with her to the apartment. I don't know the specifics but it triggered when I waited until 17:00 and she was waiting at the bus stop in front of the college.
