Without some main story or narrative there's no point in even making it a game. Might as well just release erotic fiction since so many sex scenes are the same no matter your body configuration and are simply greyed out if conditions aren't met.
Why make people slog through mediocre RPG grind if the real meat and potatoes are npcs you interact with in town? Why make me clear 4 planets in TiTS if the real draw some side area on the 5th?

That's your opinion, and I actually share it. But I think you missed my point. I never said the story isn't important, because it is. And you're absolutely right about the story and quests making the difference between a game and a novel. I just said it's not what most people focus on when they play this kind of game.

If people only cared about independent fap scenes then there would have been no point to even adding the ship system to TiTs
In fact, adding it actually hurt the game from that perspective because you have to cheat in the ability to have unlimited waifus on-board like before

Besides, take a look at games that put out far less content (be it fuck or story content) then the TiTs/CoC crew, and people still pledge like hell. Cloud Meadow for example. Almost 20k on patreon every month, for a fraction of the amount of content that they add every month to TiTs/CoC.
There are lots of people like you and me that actually enjoy games like that for the story and the content, but there are also lots of people who just want furries (or other kinds of npcs) to fuck in the ass occasionally, to put it in your words.

I wouldn't be so sure about that. If they completely stopped adding areas and (side)stories/quests, then yes, you're probably right. But progress on the mainstories has been quite slow. Just take a closer look at TiTs. Yeah they are working on the Kiro recruitment quest (for a few weeks now, still unfinished, and isn't part of the main story) and implemented the ship system (nice gimmick, but no story progress either) and a bucket of different dildos for you to stuff your own holes, but when was the last great storyline progress? They mentioned working on a new storyline planet at the end of August, but that's it so far. Same goes for CoC II. The last few updates concerning the mainquests (Cait and Kasyrra) had some smut, but not much actual story progress. Any everything else they added in both games lately were either new characters (mostly to fuck) with a corresponding story/quest, or expansions for already existing characters (Olympia, Bianca, Eithan, Ardia//Aronas recruitment, marefolk village, Brienne, drider queen, Frostwood, and so on).

If all you want is sex, then the internet has loads of sex- if all you want is adventure, then the internet has loads of adventure games- it's rare to find a game that links those things. A lot of the lewd games pouring out onto Patreon right now play like incredibly linear, non-interactive stories, or incredibly dry number games that are only lewd on a surface level. "You have three rounds of sex today, and cum this exact number of times. You gained this much experience in this, this, and this." Visual novels, and management games seem to be the easiest to produce, so they're just all over the place.
People draw lewds of video game characters from completely family-friendly franchises for a reason. They get invested in the adventure, the world, the characters, it satisfies a lot of appetites for them, while pointedly avoiding any adult themes or ideas. But they're immersed enough that when they start feeling those appetites and desires, they look to those games, and their characters anyway. Peach ain't flauntin' her body for anyone. Zelda's never shown much skin in any game. Hex Maniac had a handful of brief appearances, and none of those appearances were in any way adult, unless you imagine the milk she's selling is something else.
Yes, there are times when all someone wants is to stick pipe a, into slot b, but if that's what they're after, they'll choose a different, much simpler game that doesn't involve all the combat, exploration, and grinding to get those scenes. Or they'll just a watch a video. Or look at the ever growing mountain of images piling up everywhere. If they want simple, and straight-forward, it's being dished out, there's no lack of it. What makes CoC, CoCII, and TiTS stand out from the crowd is that they're- at least on the surface- "something more". They're offering more investment. They're offering more to do, see, experience, and giving the player some small amount of say in things, while still satisfying those adult appetites. More investment, for bigger pay-offs.
That's why Fenoxo and his crew have to promise things like story development in the first place, why they won't ever risk saying something like "Sorry, we're not bothering with anything but user-submitted donation-fueled content from now on-", people would completely lose hope. Lots of people don't want to watch Game of Thrones now that it's finished, because the ending ended up being a huge disappointment, so why get invested? Same sort of deal here. They can still get people invested, eeeeven if it's just by stringing them along...
If you want to argue that the faith is misplaced, that's a whole different thing, though. I go back and forth a lot. I want to believe something amazing'll come out of this, but.. They sure don't seem passionate about working on any of these projects. They talk about each update like disillusioned door-to-door salesmen, forcing enthusiasm, and tossing in half-hearted sales pitches, but just not feeling it anymore. There is no question Savin added outright cuckold content. The only one of the above that isn't cuckold content is the Evergreen scenes and the Berwyn threeway scenes. The first three scenes for example make it a point to ask you "Do you want to watch" with the first two actually being Cait saying "Do you really want to watch me get roughly fucked while they (probably) degrade you?". While the Berwyn cuckold scenes are lovey-dovey type sex they're still pretty obviously themed cuckold. Oddly the titfuck one has had art posted on the site but isn't in game.

After that you can just...not take her with you anywhere besides her quest. If you want waifus and girls to be yours and only yours theres like tons of options including Kiyoko and Rags.

If you don't like some of her event I suggest to do like me and don't play them or skip reading text if you accidently stumble upon it. But you can't and shouldn't expect the creator of the game to change and deform his creation.
It's the opposite actually. I was looking for them. That's why I originally asked if there were any more scenes I had missed. About the rapists: Yeah, you're in a loss scene where they're supposed to be "raping" you. It doesn't make it any less written to cater to the fetish. This is the hardest example of cuckold content considering the dialog. They degrade and insult the PC while Cait enjoys fucking all of them. I recall one of the lines even being "I'll steal her from you" or something.
I don't feel it's overly fair to say Cait caters to cucks.
