I am not shocked at all that CoC2 Modding Scene sort of died or remains unproductive.

While i agree with what you said i think CoC has two other problems that come first.
It get's updates almost every week, so a lot of people don't even bother modding because the next update may screw up their work. Or it may include stuff they have been working on.
And secondly, and most important, Savin will even sacrifice his firstborn to prevent modding for his game.

That describes many, many things in this game. Caging is at least real, half of the fetishes in the game are made up fantasy.

Lowkey i think it's just a case of laziness and poor direction. I think Khor'minos was always meant to be Wsan's playground, and as we can see he didn't waste time in filling it up. Meanwhile, the general approach to most other hubs seems to be for Savin to draw their bare outlines and then peace out and leave them for others to fill (which also seems Savin's approach to most of his characters, see Ryn).

Sometimes it works out and whoever comes to the rescue, like Tobs with the temple and SKoW with the Wayfort, while other times shit's just left there to pick up dust, and we end up with ghost towns like the elven city and the horse villages (and arguably the orc camp and the bee hive, although i think the latter was SKoW's project).

Like, pretty much says it all that in a few months Khor'minos has become the most populated hub, short of Hawkethorne.

The elven city was intentional. For whatever reason, it was never going to be an actual city. Savin iirc has two more "cities" planned about the same size, one is going to be Tychris, salamander capital, and one other one I think.

KM is great...but KM is also slated to take like a year and a half of dev time. People are already complaining that this game is taking forever (somehow) can't imagine multiple cities of this size would help the issue.

Also, while we're on the subject, apparently Hethia is getting new scenes as a part of them redoing parts of the beginning...which I'm pretty excited for, Hethia is by far my favorite elf.

I think the wayfort is supposed to be more of the Elven hub than the capitol, odd as that is. Move Hethia to the fort for some reason and you really don't have any reason to go back to the capitol aside from the side quests.

To me it feels different with Ryn and for a few reasons.

1. For almost any character that has something done to them like that, it's not the focus of their character. It's usually just their background and something you aren't really constantly reminded of
2. With those characters, it doesn't feel nearly as fetishy. When I read about Minerva from CoC 1, I'm not instantly thinking about her corruption when I see her body. When I read about Scylla from CoC 1, I'm not thinking about her inability to taste anything but cum.
3. With Ryn, I'm forced to think about that and it's all the more awkward because I know the context behind it and the PC can be romantically invested with her. It's a lot more personal because of the emotions your PC and her can have towards each other.

Cumflation isn't actually that niche, especially when it comes to futa media from what I've noticed. It seems to have a bigger crowd than chastity, that's for sure. Though, I'm not sure how "real" a fetish is has to do with how niche something is. Monster girls are common as shit, especially if you count succubi as one, yet they're not "real" by any means.

Even if the chastity thing is a fetish that for some reason NEEDS to be in the game despite it undoubtedly being one of the more niche things, they could just make it optional. Have it be some kinky play between you and her or some shit. Why is it absolutely NECESSARY that she be locked up by default with no current way to undo it?

Whi said it NEEDS to be in the game? Someone wanted it in the game? Like every other fetish. Futa are in the game because the authors like futa. Horsedicked centaur chicks are in the game because Wsan loves those.

Also, the fact there's no way to free her from it right now doesn't really mean anything. This is a game in development; options not being available immediately is part and parcel of the experience.
