There's a game called Roadwarden with the same setup as Coc2 but u get to really see the difference in having a teamlead that acts professional, even with MULTIPLE DIFFERENT WRITERS, things still feel consistent. You'd definitely need a radical group to make this piece of shit better, regardless of others tht like the smell. But ground rules would be needed. Like how far are we going to change things? Are we making broad sweeping changes to just the narrative or are we editing the world lore as well?

Yup, you need a common ground to build something, and then build it (getting lost into world building being a main issue of any work and then, not being able to follow said world building in a consistent manner), and still, this goes back to your PC being a shitty vehicle because a group of incompetent mechanics trampled it and rebuild it as a monstrosity, right now you're driving The Homer, there's no hope for you

The TL;DR is that I'd want to rebuild the game to be creativity-friendly and player inclusive. Even if none of the writers feel like writing the player character to be the setting's equivalent of Jesus Christ, hopefully they'd give the player choices and options, a fair bit of freedom. Maybe as with CoC, the freedom and opportunities that the lore template provides the contributing writers will draw in more submissions that will pay that courtesy forward to the players.
Writers given freedom to write what they want for fun rather than the game's profit, without concerns for Patreon rules, commissioned requests, and morality-as-dictated-by-Twitter-mobs-and-Discord-admins will write passionate smut that branches in all kinds of directions. Ideally. In a perfect world. I don't know.
They'd still have to follow the narration rules, though. 'Narrate the world and the people in it, not the player.'

I'm not sure if anyone's ever bothered to do the math on how much of CoC was actually written by Fenoxo, but if I remember right, a lot of his initial 'team' was just frequent contributors who kept donating material. (I vaguely recall Savin being the one behind Helia, because there was a whole kerfuffle about people wanting to sleep with their daughter, Helspawn, and that later fed back around into Kinu drama.)
Point is, writing solo, or with an 'in group' that's in constant communication and quickly forms an echo chamber, either option causes ideas to deplete and stagnate fast. Gotta get all kinds of weirdos sharing their work, and help them refine it or have someone refining it for them to match the quality and style of the rest of the work. The initial writer might only have a foot fetish, and only excel in writing footjobs- so they're good on that front, but you're going to need someone with an oral fixation for a really good- (or at least really fascinating)- blowjob, y'know? And Writer A might have specific genders or types of characters they can't stand writing for, "I hate writing for snakes, I can't find any motivation for it." So they need outsiders like Writer B to contribute all the lamia content for them, rather than trying to force themselves to write something they hate for money's sake and producing the bare minimum of flavorless, drab '''content''' to say that they did it and it's done and dusted, never to be touched again. That's the Bad End of all creative works.
And for the love of all the gods, someone among the writing staff needs to know how to write charming social interactions, romance, and intimacy. Someone's got to make these troped up 2D cutouts of stereotypes likeable to give any of their content any weight or meaning at the end of the day.

Yeah, that's the thing. We probably won't have any major modding effort (not to that level, at least) until Savco fuck off. And they're only fucking off when they're either done and releasing it or if they abandon it. Quicker they do that, quicker we can operate.

I totally get this but I'd be more careful of scoop-creep, because what ur recommending is a lot of tireless work on completely rewriting the game + gameplay implications, rather than what I'd think is a lot more reasonable and workable which is edited with changes and additions to balance things out.
I wouldn't remove the lore and plot point of the Living Gods because that's a lot of content to cut and replace. Instead I'd change things around. They're here but underspecific circumstances; I like the concept that they eat souls but I'll add that this apotheosis caused them to ascend to the Astral realm (Straight from Berserker and make it the home of the wraiths, which gives them so much reason to want to be the material plane) and now they use different constraining methods to walk amongst the living that sync up with their specific "divine abilities." Example, Lumia is able to manifest because she's laided claim of the power seeping from the layline running through the mountain that touches the sky; but the further she goes away from it the less she can manifest herself. It's easy to apply this to the other characters given their backgrounds and already established lore.

There's a lot that doesn't need to be deleted but just rearranged and/or complimented inorder to make it great.

Shit, some changes I'd bring is the original concept of making Hawkthrone and Wayford two different bases depending on the a new Alrune consequence I thought up. That way purebois and sinners feel different with outcomes alone. There'd be a buff for every demon u tame (Key of Solomon style) or slay, and I'd make the smaller tribes matter in adding to ur overall power (taking a que from Tyranny).

Titles need to matter and are only handed out if they are going to be used by other writers or a quota enlisted that are important to a scene or moment. Overall things that should be referenced in scenes need to mater and not just added for a lite refence. I always thought it was a passive aggressive/annoying tht the writers would just placidly reference character traits by wave them away a sentence later.
