If you're talking about dead game links, generally you can report the OP (like you see on my message here), choose "Other" in the form, and then say what links are broken in the text box. If you're talking about a port or walkthrough, I would quote the post where the person provided that (so where the broken links are) and ask if they can update the links for their port / mod / whatever.
