For those of you that are missing quests from the 12.3 release, what don't you go to the OP and download the walkthrough? It may even mean having to start a new game...but at least you will get those missing quests.

For those asking about an updated walkthrough, Hysni, posted one on page 483. It is only 4 quests. You can also do some jobs for the mayor. It doesn't really advance the game but it does get you more money...for those that did not download the money cheat.
