Within some commercial environments, you're probably right.
However, I think you overlooked probably the most important aspect of the other post...

I get all OCD sometimes about versioning numbers. But as long as they are semi consistent - that's as much as I can hope for from a largely hobbyist community of game writers who do not come from a commercial programming background.
Whilst I have been a member here, I have written one patch for someone else's game. I used the x.xx.xx style of version numbers, starting at 0.1.0. Once I reached my "final" version, I called it 1.0.0. In the future, I'd probably adopt a slightly less complex version, starting at 0.1... with minor bug fixes being 0.1a, 0.1b, etc. (yes, including 0.11 and 0.12 if needed).
That said... I could probably make a compelling argument about this being version 1.0 of chapter 2. Since it is the final version of Chapter 2. I know... I know... subversive eh?
But at the end of the day, I come from a programming background and the 0.x.y versioning style is my personal choice for PC software. If someone makes a different choice... well... vive la différence.
On a purely practical note... on a pirate website that already has more 0.1 and 0.2 versions of games that are likely never to see 0.2 or 0.3... releasing a chapter as 2.0 rather than 0.2 is a practical way of getting your game noticed rather than immediately ignored. Consider it marketing (
spit).
I get why it irks you. But at the end of the day, it's not an argument you're going to win in this particular environment. So shrug and move on. Not least, because
@Rich is one of a handful of active experts for programming support on this website. If you think he chose to release a 2.0 game without understanding the topic, I think you'd be very much mistaken.
So how about we go back to talking about lewd subjects like groping a mother in front of her son to start the process of breaking her will, rather than dry academic topics like versioning theory and it's practical considerations.
