In general things like R7 here and whatever equivalents are in TOS's of other sites like Steam are enforced about as consistently as the NFL's domestic abuse policy. Probably arises from what a loli looks like can be very subjective as it's not like they have birth certificates and other paperwork like real porn. Some reviewer will give it a pass while another won't, so it involves a bit of luck on which one a dev gets if their character is borderline, which in part depends on where the reviewer lives, as reviewers in commonwealth countries like Australia, Canada, UK, New Zealand , etc tend to be more strict on what counts as a loli. Eg: in the UK if they are under 16 then they are illegal, as even fictional characters are required to be age of consent, which surprisingly applies to real porn too (so technically they can legally do porn at 16 but can't legally watch themselves in their own movie until they are 18 = lol). And yes, if an update on Steam has lolis in it it gets banned, it's why the vast majority of them make their money on other platforms like SS that are far more lenient when it comes to fictional content and where trying to get rich on Steam like most greedy devs isn't their end goal.
