From what I know about the way Steam works - once banned, it's extremely difficult (and as the experience of the FB developer has shown, impossible) to simply go back. Roughly speaking, FB is blackmarked by Steam, so there is no present to speak of, because the present of FB does not exist in isolation from its "banned past".
